Why does this cost more than a light from the counter

Because you buy it once. A $15 light has a sealed cell, a fixed beam and a splash rating. When the battery fades it is finished. This one has a cell you replace, a beam you change and seven years of cover. Over ten years it is the cheaper way to own a flashlight.

Can I really change the battery myself

Yes. Unscrew the base and swap in a standard 21700 cell. Ledlenser sells them directly. No tools needed.

How waterproof is it, really

IP68. The 6 means fully dust tight. The 8 means it keeps working under water past one metre. Rain, snow and a dropped-in-a-puddle moment are all fine.

Which one should I get

Get the P7R if you are not sure. Get the Signature for the brightest beam, the longest runtime and a charging dock in the box. Get the Pro if it lives on a job site, because it is drop tested to 2 metres and rated to -20 °C.

Will it survive a cold truck all winter

The Pro is rated to -20 °C. All three seal at IP68, and the lithium cell holds charge for months, so it will be ready when you reach for it in February.
